Position Summary
ODLC seeks an Investigator to support the Investigations and Monitoring unit. This position protects the rights, safety, and dignity of people with disabilities by conducting investigations and monitoring across facilities and service settings statewide. Work includes announced and unannounced monitoring visits and investigations involving deaths or serious injuries, abuse, neglect, rights violations, and conditions of confinement or care.
The Investigator conducts trauma-informed fact development, documents findings clearly and consistently, and helps identify both individual and systemic issues. The Investigator also drafts written work product, including findings letters and complaints, for review by the Senior Attorney.
Key Responsibilities
Monitoring (announced and unannounced)
- Conduct monitoring visits to facilities and programs where people with disabilities receive services, including (but not limited to) psychiatric hospitals, jails and detention settings, youth facilities, group homes, state-run facilities, schools, and community-based providers.
- Observe conditions, interview individuals and staff as appropriate, and document concerns accurately and consistently.
- Review and collect relevant documentation as needed for monitoring objectives, including policies and procedures, incident reports, logs, records, and other materials.
- Identify urgent health and safety concerns and promptly elevate them to the Senior Attorney.
Investigations (individual and systemic)
- Conduct and support investigations into deaths or serious injuries, abuse, neglect, rights violations, and conditions of confinement or care.
- Gather facts through interviews, record review, and collection of relevant policies and procedures and other documentation needed to evaluate allegations and determine next steps.
- Identify patterns and systemic issues and support development of systemic cases arising from investigations and monitoring.
Written Work Product and Follow-Up
- Draft investigation summaries, timelines, evidence memos, findings letters, and complaints for review and finalization by the Senior Attorney.
- Assist in preparing monitoring reports, corrective action requests, and follow-up documentation. Track commitments and support follow-up visits or additional fact development as needed.
- Maintain accurate, timely case notes and records in ODLC’s case management systems and adhere to unit documentation standards.
Outreach and Representation (as assigned)
- Participate in outreach and education activities related to investigations and monitoring work and represent ODLC in meetings as assigned.
Work Location, Schedule, and Travel
This position is based in either ODLC’s Tulsa office or Oklahoma City office. The final location will be determined based on organizational needs and the selected candidate. The role is a hybrid of field and office work. It is anticipated that approximately three (3) days per week will be spent in the field conducting monitoring and investigations, with remaining workdays as office days for writing, documentation, and case development. Regular statewide travel is required, sometimes on short notice, including to rural areas. Occasional evening or weekend work may be required due to urgent matters or travel schedules.
Required Qualifications
- Bachelor’s degree in a related field or an equivalent combination of education and relevant experience.
- Demonstrated experience in investigations, monitoring, fact development, advocacy, compliance or inspection, case management, or a closely related area.
- Strong interviewing, documentation, and communication skills, written and verbal, including the ability to draft clear written work product for legal review.
- Ability to manage multiple priorities, meet deadlines, exercise sound judgment, and work independently while coordinating closely with the Senior Attorney and team.
- Ability to work professionally with individuals with disabilities and others in sensitive situations using trauma-informed practices.
- Valid driver’s license, insurance, and reliable transportation.
Preferred Qualifications
- J.D. or legal training or experience, particularly for candidates who will draft legal complaints and formal findings correspondence.
- Experience working in or with disability service systems, including behavioral health, corrections and detention, youth facilities, congregate care, and or education settings.
- Experience identifying systemic patterns and supporting development of negotiated resolutions or enforcement strategies.

Position Summary
ODLC seeks a Staff Attorney to provide high quality legal advocacy and representation for people with disabilities, consistent with ODLC priorities. The Staff Attorney will handle a caseload that may include individual matters, complex cases, and systemic advocacy, including representation in administrative proceedings and in state and federal court. This position works collaboratively with attorneys, investigators, and advocates and may provide direction and supervision to non-attorney advocates as needed.
Essential Duties and Responsibilities
- Provide legal advice, counseling, negotiation, and representation to ODLC clients in administrative proceedings and court.
- Maintain an active caseload of individual and or complex matters and manage cases to timely resolution consistent with ODLC standards and professional responsibility requirements.
- Conduct client interviews and fact development, obtain and review records, and perform legal research and analysis.
- Draft high-quality written work product, including demand letters, legal memoranda, administrative filings, pleadings, motions, briefs, and settlement documents.
- Participate in hearings and other proceedings as needed. Provide litigation support activities such as discovery, witness preparation, and trial preparation as appropriate to assignments.
- Participate on systems advocacy teams and contribute to ODLC systemic priorities through advocacy, coalition work, and related activities as assigned.
- Provide direction and supervision to non-attorney advocates as needed, including guidance on case strategy, documentation, and follow-up.
- Assist with outreach, trainings, and presentations as assigned.
- Complete required documentation, timekeeping, and internal reporting accurately and on time.
- Perform other duties as assigned consistent with the mission of ODLC.
Required Qualifications
- Juris Doctor from an accredited law school.
- Active member in good standing of the Oklahoma Bar Association or ability to obtain Oklahoma licensure within a timeframe acceptable to ODLC.
- Minimum of 3 years relevant legal experience.
- Excellent legal writing and verbal communication skills.
- Strong organization and ability to manage multiple priorities and deadlines.
- Ability to exercise sound professional judgment, work independently with appropriate supervision, and collaborate effectively with a team.
- Valid driver’s license, insurance, and reliable transportation, with ability to travel as required.
Preferred Qualifications
- Experience in public interest, civil rights, disability rights, or related practice areas.
- Experience representing clients in administrative hearings and or state or federal court.
